A crack on the underside of a balcony, an orange stain at its edge or a piece of concrete on the pavement below are not defects to cover with paint. In Lisbon apartment buildings, balconies face rain, wind, temperature changes and, near the Tagus or the coast, a more aggressive atmosphere. Small visible signs can mean that reinforcing steel is no longer protected.
The first task is to separate an aesthetic issue from a physical hazard. A fine, stable crack in a finish may need monitoring; loose concrete, visible reinforcement, distortion, falling fragments or water entering the slab call for immediate precautions and a technical assessment. This guide sets out what to do in the first hours, what to bring to the condominium’s attention and how to avoid a cosmetic repair that fails again soon afterwards.
Look at the balcony from above and below, without leaning over weak railings or using improvised ladders. Record the position and development of cracks, stains, open joints and hollow-sounding areas. Rust marks appearing as lines or spots beneath a slab may be linked to corrosion of the reinforcing steel: as steel corrodes and expands, it pushes the concrete away.
Stop using the balcony and keep people away from the area below if there are loose flakes or fragments, exposed steel, a wide crack accompanied by sagging, an unstable guardrail, or recent falling material. Do not add plant pots, loaded clothes racks, heavy furniture or water containers to a balcony in this state. Take photographs from a safe distance, note the date and notify the condominium manager in writing.
If the issue affects a façade above a public route, an entrance or a balcony for exclusive use, its cause and responsibility should be established before the repair method is chosen. Reviewing common parts, the property title and condominium decisions helps prevent essential work from stalling through uncertainty.
Concrete protects the steel inside it while it remains sound and provides enough cover. When water gets in through cracks, failed joints, flooring without adequate falls, blocked drains or poor wall junctions, it can find a persistent route to the reinforcement. Corrosion cannot be fixed by coating the visible face alone: the water path must be stopped and the affected concrete properly repaired.
Lisbon moves between dry, hot periods and episodes of heavy rain. The IPMA’s 1991-2020 climate normals provide local context for temperature and rainfall; the practical maintenance lesson is straightforward: check drainage and seals before the rainy season, then inspect them again after wind-driven rain.
Look for run marks beneath the slab, standing water near the threshold, white salt deposits, blistered paint and cracks that follow the balcony edge. A slow drain can seem minor, yet it can leave waterproofing layers and junctions exposed to water far longer than intended.
Prompt action does not mean hacking at concrete, bending exposed steel or applying mortar over a loose area. Remove only movable items that could fall or overload the slab, and only where this can be done safely. Do not hose down the surface, drill the floor to install awnings or brackets, or conceal cracks with filler and paint before they have been recorded.
Prepare a simple record for the manager and technical professional: wide photographs of the façade, close-ups with a scale reference, floor level, date, sun and rain exposure, any leak in the flat below and a description of any fallen fragment. If people below may be at risk, temporary protection of the affected area should be arranged by someone able to carry it out safely.
Before using the space again, read our guide to apartment balcony safety. Railings, flooring, drainage and the slab need to be treated as one system; fixing a single item can leave the cause of deterioration in place.

A useful assessment should do more than state that there is “damp” or “damaged concrete”. It should map the affected areas, distinguish superficial finish cracks from cracks related to the slab or its supports, check for corrosion, identify water entry points and establish whether loads must be limited or the balcony temporarily closed.
Ask for the proposed sequence of work: controlled removal of unsound concrete, cleaning and treatment of reinforcement where relevant, reinstatement with compatible material, crack repair, waterproofing or renewal of junctions, correction of falls and a final drainage test. A photograph after repainting is not a substitute for this scope.
In a condominium building, compare the balcony with others on the same vertical line. Repeated staining and spalling can point to a façade, drainage or construction issue that does not end at one flat. Our article on building maintenance provides a useful framework for regular inspections and preventive decisions rather than isolated patch repairs.
Notify the manager in writing, attach the photographic record and request an inspection and a response on temporary measures. Where there are defects or signs of risk, a prolonged lack of action creates safety concerns and makes the timeline harder to establish. Keep messages, meeting minutes, quotations and technical reports.
In Lisbon, any interested person may submit an report on a property’s state of repair, identifying the address, flat, defects and damage. The municipality explains that this route may lead to an assessment of the property’s condition and, where applicable, an order to carry out necessary works.
If the building or intervention is covered by heritage protection, confirm the procedure before ordering work. The municipal page on a licence for conservation works explains that listed buildings, buildings being listed, and buildings within listed groups or sites may be subject to prior control. Do not assume that external repairs are exempt simply because they are urgent or appear small.
A sound repair starts with diagnosis and ends with planned maintenance. The work schedule should cover safe access, protection of public space where needed, removal of unstable material, treatment of water-entry causes and reinstatement of finishes without sealing over drains, joints or inspection points.
Avoid choosing solely on the shortest quotation or a promise to “seal everything” in a few hours. Ask which areas will be opened, how the adhesion of the remaining concrete will be checked, whether the proposed materials are compatible, how window and guardrail junctions will be finished, and who will verify drainage before handover.
After the work, keep drains clear, avoid placing heavy planters against the edge, check that water runs to the discharge point and inspect the underside after heavy rain. A repair has a better service life when water no longer remains where the problem began.
If you have found signs of deterioration on a balcony, Obra Lisboa can help organise the diagnosis, repair work and condominium coordination, without replacing the technical assessment required by the level of risk.
