A waste stack rarely fails in a neat, self-contained way. It may begin with intermittent odours, staining beside a service shaft, unusual sounds when an upstairs neighbour drains water, or a small leak that appears to belong to one bathroom only. In an older Lisbon building, however, the vertical pipe commonly passes through several homes and shared areas: repairing only the visible point can postpone rather than solve the problem.
The work involves more than specifying new pipework. The building needs to identify the affected run, arrange entry into homes, protect finishes, preserve basic day-to-day use where possible, and decide in advance how walls, tiles, cabinets and ceilings will be reinstated. This guide sets out those decisions as a condominium project with a direct effect inside each apartment.
A stain on the ceiling below does not, by itself, identify the failed component. The cause may be a joint in the stack, a horizontal branch, a floor gully, external water ingress or a private fitting. Before approving replacement work, map the entire vertical route: kitchens, bathrooms, storage areas, service ducts, technical cupboards and floor penetrations.
Ask for a diagnosis that states where each section starts and ends, which apartments need to be opened up and whether old branch pipes connect to the stack. Record visible materials, pipe diameters, stack ventilation, corroded or cracked areas and incompatible earlier repairs. Dated pre-work photographs are useful for separating existing defects from damage caused during the works.
Where the work involves significant changes to building services, the relevant technical design should be assessed appropriately. Lisbon City Council expressly includes foul-water and rainwater networks among the matters covered by specialist designs.
With stacks, the boundary between a common part and a private installation should not be guessed from where the leak appears. Review the constitutive deed, condominium rules, available drawings and the building’s actual layout. A vertical pipe serving several floors will usually require a collective decision, while an alteration introduced solely within one apartment may need to be handled differently.
Portugal’s Civil Code sets out the general rule for sharing costs needed for the conservation and use of common parts, and includes provisions for parts serving only certain owners. The applicable wording is available through the Diário da República. In practical terms, the meeting minutes should state the agreed cost basis, the pipe sections included, the apartments served and any exclusions.
Avoid the vague phrase “everyone pays their share”. State whether the budget includes opening up to reach the stack, new pipework, testing, closing walls and equivalent finishes, or whether upgrades requested by an individual owner will be separately priced.
A condominium meeting makes better decisions when it receives a clear work pack beforehand. Include the diagnosis, drawings or a floor-by-floor diagram, photographs, proposed method, indicative programme, list of required access, contingency plan and itemised estimate. If there are two routes — full replacement or phased replacement — compare more than the initial figure: consider future openings and repeated reinstatement as well.
The resolution should authorise the scope, approve the estimate or a transparent procurement rule, identify who communicates with owners and establish how absences will be dealt with. It is also sensible to set aside a contingency for concealed conditions, with a spending limit and a requirement to report before exceeding it.
When appointing and overseeing the contractor, apply the principles explained in construction supervision: check what is uncovered, validate changes in method and record decisions before each opening is closed. This is not needless paperwork; it prevents a necessary opening becoming an unresolvable later dispute.

A stack may require entry to kitchens and bathrooms on several floors, sometimes in an order that is not obvious. Create a schedule by stack and apartment, including a time window, alternate contact, named keyholder and notes about pets, reduced mobility or remote-working routines. Do not simply announce “works during the week”: communicate the likely opening day, the expected loss of use and the reinstatement stage.
Before demolition, residents should remove fragile objects, toiletries, textiles and food close to the work area. The team should protect entrance routes, floors, lifts where relevant and furniture that cannot be moved. For works inside occupied homes, see this practical guide to living at home during a renovation, particularly on dust, circulation and separating work areas.
If skips, stored materials, scaffolding or other equipment are needed on the pavement, public-space use may require a specific permit or notice. Lisbon City Council explains the cases and the contents of the required plan in its guidance on public-space occupation.
The most disruptive risk is not opening a wall. It is discovering halfway through the day that the toilet discharge or kitchen sink cannot be used until the next floor has been connected. The contractor should state the interruption periods for every branch and stack, the disconnection order, planned tests and how service will be restored at the end of each day.
A robust sequence generally includes protection, controlled opening, visual confirmation of the route, section-by-section removal, installation and fixing of the new stack, branch connections, watertightness and flow testing, photographic records, and only then closure. Do not allow reinstatement to conceal pipework that has not been tested.
Where the works fall within urban-planning procedures or require a formal notice, the promoter must confirm which rules apply. Lisbon City Council notes that a notice of work commencement is made up to five days before work starts in the situations defined under the RJUE. If there is uncertainty, confirm the specific case with a qualified technician and the municipal services.
Finishes are not merely the final touch. In buildings with ageing services, sealing everything behind masonry or difficult-to-remove finishes can turn a minor future inspection into another demolition job. Where valves, joints, traps or changes of direction remain, consider a discreet, technically suitable access point. An inspection access panel for concealed plumbing can prevent unnecessary opening-up, provided it remains accessible and does not compromise waterproofing or finishes.
Set out the reinstatement standard in writing: plaster, board, waterproofing, paint, tile, cornices, skirting and final cleaning. “Put it back as it was” is not enough if the original tile is discontinued or a wall has multiple finish layers. When an exact match is impossible, agree the reasonable extent of reinstatement in advance and who chooses the solution.
At handover, collect photographs of the new route, product data, maintenance contacts, test results, a list of affected apartments and an outstanding-items report. Store it with the condominium records. The next repair will be quicker when the building knows what sits behind the wall.
Replacing a waste stack is not only about pipework: it depends on sound diagnosis, coordination and clearly agreed reinstatement. If your Lisbon condominium is preparing this work, Obra Lisboa can help turn technical findings and apartment needs into a clear, workable plan.
