Before approving a renovation for affordable renting in Lisbon, confirm the applicable rent limit and build the works budget from that figure. The Simplified Affordable Rental Scheme has applied since 1 September 2026 and connects the maximum rent to dwelling type, municipality and rules set by ministerial order. The sequence therefore changes: establish the framework, likely income and ongoing costs first; then decide on the kitchen, finishes and equipment.

What is the RSAA and what changed in 2026?

The Decree-Law No. 97/2026 of 20 May created the Simplified Affordable Rental Scheme, known by its Portuguese initials RSAA. It has applied since 1 September 2026 and, for the legal references specified in the legislation, replaces the earlier Affordable Rental Support Programme.

The RSAA covers rental agreements, leases for residential subletting and residential subleases. It can apply to permanent residence and, in specific cases, temporary residence. For someone preparing a Lisbon flat, the practical consequence is clear: the renovation must support a tenancy and rent that fit the scheme.

The legislation provides an IRS or corporate-income-tax exemption for qualifying rental income. However, failure to meet the requirements can result in the loss of those benefits from the point of non-compliance, with tax regularisation and compensatory interest. Do not leave the tax framework until after the renovation has been handed over.

Start by separating three questions: can the flat be let as described in its documents? What is the applicable maximum rent? Which works are essential to keep it functioning throughout the tenancy?

How is the Lisbon rent limit set?

Under the RSAA, monthly rent must be at or below the maximum for the dwelling type set by ministerial order. The law states that the limit is based on 80% of the median rental values published by INE for the municipality where the home is located, and may take account of features such as energy efficiency and private parking.

Do not confuse this limit with a freely chosen market-rent estimate. The INE median is an input for determining the cap; the figure applicable to a tenancy is the one that follows from the regulations in force. The INE publication schedule recorded the release of local housing-rent statistics for the second quarter of 2026 on 29 September 2026.

Expenses or charges legally due from the tenant sit outside the maximum rent. The agreement should still distinguish rent, utilities, relevant condominium charges and optional services clearly. Avoid creating compulsory charges for furniture, permanently installed equipment or services in order to raise the total paid by the tenant artificially.

The decree treats permanently attached items, equipment and ancillary parts as relevant in certain contexts. A fitted kitchen should therefore be budgeted and described in the tenancy with care, rather than relying on vague labels.

Does the work fit the income allowed by the tenancy?

Work backwards. Set the permitted maximum rent, subtract predictable annual costs, and only then establish the investment ceiling for the renovation. Include insurance, vacant periods, maintenance, minor repairs, management costs and charges that cannot be passed on.

This calculation separates essential work from improvements that can wait. In many older Lisbon flats, priorities include ageing plumbing, an inadequate electrical panel, bathroom ventilation, poorly sealed windows, accessible traps and kitchen water connections. A new worktop will not solve a leak inside a wall; expensive flooring does not compensate for extract ventilation that leaves condensation and mould.

Use the energy certificate as a decision tool. The ADENE glossary explains that the certificate records an energy-performance rating from A+ to F, identifies improvement measures and is required for sale or rental. Ask for the suggested measures to be tested against the flat’s actual condition, orientation, existing ventilation and available budget.

Before replacing windows or choosing equipment, also read what to read in an energy certificate beyond the rating. The rating helps order decisions, but it does not replace a diagnosis of leaks, thermal bridges or ventilation shortcomings.

Which renovation choices hold up over a longer tenancy?

For permanent residence, the RSAA requires a minimum tenancy term of three years. That supports straightforward, maintainable and repairable choices rather than fragile finishes selected only for the first photographs in a listing.

During the renovation, prioritise:

  • taps, flush mechanisms and appliances with available parts and service support in Portugal;
  • clearly identified, accessible isolation valves that do not end up behind fixed furniture;
  • water-resistant flooring in high-use areas and skirtings suited to the chosen material;
  • effective bathroom extraction and maintenance access to grilles, filters and traps;
  • washable, repairable wall finishes in areas that receive frequent wear.

Prepare a handover file as well, with photographs, manuals, invoices, warranties, meter readings and a record of the materials used. It will not settle every disagreement, but it establishes the starting condition and makes later repairs faster.

When work takes place in an occupied block, agree the use of water, electricity, lifts and shared areas beforehand. Our guide to condominium water and power during renovation helps set that coordination without shifting costs or disruption to neighbours through omission.

What should be checked before listing the flat?

Do not market a dwelling type or floor area before checking that the actual layout, property documents and the accommodation to be delivered all match. A living room presented as a bedroom, an enclosed balcony without proper basis, or storage space treated as habitable area can undermine the listing, the tenancy and any process linked to the scheme.

Before publishing the listing, check:

  1. the dwelling type in the documents and whether it matches the actual configuration;
  2. the current rent limit for the municipality, dwelling type and recognised features;
  3. whether the energy certificate is valid and reflects the post-renovation condition;
  4. which charges will be paid by the tenant and which remain the owner’s responsibility;
  5. whether the agreement states the correct purpose and minimum term.

A rental renovation should make ordinary use, cleaning, maintenance and the layout of the home easy to understand. Avoid arrangements that need constant tenant instructions in order to work: inaccessible pumps, cabinets blocking electrical panels and equipment without ventilation are predictable problems.

How can you appoint a contractor without delaying the letting date?

Ask for quotations that identify the work, materials, quantities, exclusions, construction period and payment terms. A single undifferentiated total does not show whether the renovation protects liveability or whether the permitted rent can support the investment.

Also confirm the contractor’s qualification and real availability before fixing a start date. The IMPIC guidance on access to the construction activity for Portuguese companies explains the qualifying titles and elements required to operate in the sector. Ask the contractor to identify the title applicable to the contracted scope, confirm insurance, and state the proposed team and work stages it can undertake.

Resolve decisions that affect building services first: kitchen position, outlets, electrical panel, ventilation, windows and hot-water equipment. Then move to finishes, paint and furniture. This keeps the renovation aligned with a regulated rent without sacrificing the work that prevents breakdowns and rework.

Key takeaways

  • Confirm the applicable rent limit before turning an early works estimate into an approved budget.
  • Under the RSAA, the maximum rent depends on dwelling type, municipality and the regulations in force.
  • Prioritise building services, ventilation and maintainable details before decorative finishes.
  • Request an itemised quotation and check the contractor’s qualification and availability before appointment.
