Before booking demolition or paying a deposit, check that the company already holds the valid qualification required for the contracted work. On 7 October 2026, IMPIC reported that average daily construction-title applications rose from 66 before June to 202 between July and September, and that response times had become longer than those seen before 30 June. For a Lisbon renovation, that changes a basic decision: qualification is no longer a document to request the day before work starts; it is a start condition.

What changed in Portugal’s construction market in 2026?

A rise in applications does not prove that any particular contractor is non-compliant. It means more cases are entering the system, and a company applying for, changing or regularising a qualification may not receive an answer within the time it expected. The IMPIC notice of 7 October 2026 puts the pressure into numbers: average monthly applications rose from 1,359 in the first half of the year to more than 4,000 in each of July, August and September.

In an apartment renovation, the consequence is rarely an unfinished wall on day one. It appears earlier: a quotation accepted without a firm date, a team relying on another company, or materials reserved for work that should not yet begin. The cost may be a lost delivery slot, extra weeks of rent, or having to rearrange building access, lift protection and any public-space occupation.

Read this as a scheduling warning, not as a reason to postpone every project. If a company can show an existing, valid qualification that fits the work, the backlog for new applications need not prevent a start. If it says the application is “almost ready”, treat that as incomplete information until there is documentary proof.

Which document should you ask a private-works contractor for?

Ask for the full identity of the company that will sign the contract: registered name, tax number and address. Then check the IMPIC portal to see whether it appears in the list of holders of an alvará for private construction works, or holds the relevant certificate where applicable. An old image, a business card or a trading name used on social media is not enough.

The key issue is consistency. The entity on the quotation, contract, invoices and IMPIC search should be the same entity. If the person you are speaking to says the work will be carried out by another company, ask for that arrangement to be clear in writing: who contracts with you, who coordinates the work and which parties will enter the site.

An alvará is valid for an indefinite period, subject to ongoing checks of requirements and payment of relevant fees. A search carried out months before appointment therefore does not replace a fresh check near signature. Save a dated PDF or screenshot of the result with the accepted quotation.

  • Check the registered name and tax number, without informal abbreviations.
  • Confirm that the qualification covers private works.
  • Make sure the contract identifies the company in exactly the same way.
  • Check again before site access, especially if appointment was delayed.

Why is “the application has been submitted” not enough?

An application submitted is different from a qualification issued. While a case is pending, a check may still be required, further information may be requested, or there may simply be administrative waiting time. IMPIC itself stated that, after the increase in applications from June 2026, response times were longer than before. The IMPIC page on average licensing times gives a legal issue period of 20 working days and older average times; neither should now be treated as a promised project start date.

It is also important not to confuse the company’s qualification with every other project requirement. A renovation may still need condominium decisions, a municipal notice or licence, design information, insurance, a work programme and specialist coordination. A qualified contractor does not automatically solve those matters; a contractor without an issued title should not be treated as if it does.

If a very competitive quotation is paired with a promise to regularise matters later, separate price from the condition for appointment. Ask for a date, but do not plan a move, kitchen delivery or condominium approval around a date that depends on a process still awaiting a decision.

To keep the other milestones from becoming disconnected, create a renovation decision and sample register from appointment onward.

How should this check appear in the contract and programme?

The practical answer is not an overlong contract. It is an objective condition before the start date is fixed: works begin after confirmation of the applicable qualification, agreed documents and building-access conditions. If the qualification is already valid, record that in the project file. If it is pending, do not present the proposed date as a guaranteed site start.

Set three separate dates: appointment date, document-submission deadline and site start date. That way, an administrative change does not automatically become a contractor default or leave everyone with an empty week. Long-lead materials can be reserved only if the contract explains who bears storage, change and cancellation costs.

  1. Link the first payment to identified documents, rather than a verbal assurance.
  2. Avoid paying as though the work had begun while a start condition remains open.
  3. Include a written-notice rule for any start-date change.
  4. Arrange condominium notice and common-area protection once the start is credible.

The IMPIC guidance on access to the activity shows that qualifications involve categories, subcategories and, in some cases, value classes. Do not try to translate a complex scope into a category on your own: ask the contractor to identify the basis of its qualification, and obtain technical or legal advice where the contract includes significant specialist work.

How can you manage subcontractors without losing control?

It is normal for a renovation to involve an electrician, plumber, tiler, joiner and kitchen installer. The risk is not that several teams exist; it is that nobody assumes written coordination and responsibility to the client. Ask who schedules work, signs off measurements, protects common areas and answers for a failure between trades.

Do not accept a vague list of “partner teams” instead of a scope. For sensitive stages such as demolition, concealed services, waterproofing or closing suspended ceilings, define the responsible party, what must be complete before the next stage, and which photographs or checks will be recorded. This makes it less likely that an incompatibility is found after access has been lost.

A short meeting before the first day is the right moment to confirm people, contacts, keys, working hours, protection and sequence. Use this guide to a renovation kick-off meeting as a structure for that conversation. The company qualification is an important administrative condition; day-to-day coordination still determines whether work proceeds in order.

What should you do this week if you plan a Lisbon renovation?

If you are still collecting quotations, add one line to the request: “state the contracting entity, tax number, applicable qualification and realistic availability to start”. It filters out vague responses without turning comparison into an endless investigation. If you have already selected the company, carry out the check now, save the result and align the contract, payments and programme with what is actually confirmed.

If the qualification is pending, choose between waiting for issue before appointment, appointing subject to a clearly drafted condition, or finding a company whose qualification is already valid. The best route depends on the design, urgency and procurement needs, but it should not depend on pressure to “secure the slot”. A truthful programme is more useful than an optimistic date that forces every other arrangement to be moved.

There is a boundary to what an owner can verify alone. Where structural alterations, common parts, municipal requirements or specialist work are involved, obtain qualified advice before appointing anyone. A public search is a useful initial control; it does not replace design, permissions, technical direction or supervision when those are required.

Key takeaways

  • Check the qualification of the entity that will sign the contract, using its registered name and tax number.
  • Do not turn a pending IMPIC application into a guaranteed start date.
  • Keep appointment, document delivery and site start as separate programme dates.
  • Set out who coordinates subcontractors and checks each stage in writing.
