Replacing a building intercom should begin with a clearly defined condominium decision, rather than a rushed choice of equipment. Repeated faults, silent handsets or an entrance door that opens unreliably may justify work. But repairing the installation, replacing it with an equivalent system or adding video and app-based control are different decisions. They affect shared cables, devices in flats, entrance finishes, access management and future cost. Before the meeting, turn the fault into a proposal that owners can properly compare.

Ask for a short, verifiable written diagnosis: what is wrong, which component has failed, are compatible parts available, and what tests were carried out? The cause may lie in the entrance panel, control unit, electric strike, power supply, vertical shared cabling or handset in one flat. A faulty device in one home should not automatically be treated as a failure of the whole shared installation.
Then define the intended result. There is a practical difference between repairing the current system, replacing it with an equivalent and improving entry control. Repair restores a function. Equivalent replacement deals with obsolescence without materially changing use. An improvement may include images, remote opening, temporary codes or digital credentials, and needs clear rules for residents, tenants, contractors and former users.
This distinction also matters for the resolution. Portugal’s horizontal-property rules set management duties and provide that, for extraordinary conservation works or innovations, the manager must obtain at least three quotations unless the condominium rules or meeting provide otherwise. Check the Official Gazette text on condominium administration and make sure the minutes describe the approved solution rather than using the vague phrase “replace the intercom”.
| Situation | Key question | Useful document |
|---|---|---|
| Targeted repair | Will the existing system work again without changing its use? | Fault report and repair quotation |
| Equivalent replacement | Will functions, main points and the method of use remain the same? | Schedule of equipment to remove and install |
| Video entry or new access control | Will images, credentials, access or management rules change? | Technical note and draft resolution |
“Intercom price” is not enough for a sound decision. Give every bidder the same information: number of entrances, flats, call buttons, doors, electric strikes, internal devices, technical boxes and difficult cable routes. Flag blocked conduits, stone or tiled walls, narrow landings, rented flats and areas requiring paint or finish reinstatement.
Require separate lines for equipment, labour, cabling, power supply, chasing, making good, programming, testing, call-outs and aftercare. Clarify whether each device inside a flat is included in the shared cost, offered as an optional unit price or commissioned directly by its owner. This avoids disputes where some old handsets still work and others need replacement.
For work involving electrical installations, telecommunications or security systems, ask for the company’s identification and check the qualifications it declares. The IMPIC page on access to construction activity lists low-voltage electrical installations, telecommunications infrastructure, and security and detection systems among its categories. A commercial description on a quotation is not enough: the condominium should know who is responsible for installation and later support.
Include a site visit before the final quotation. An external panel may look straightforward in a photograph, but the existing recess, box depth, door condition and route to the control unit can materially change the work required.
The minutes should allow an absent owner to understand exactly what was approved. State the selected solution, minimum specification, contractor, maximum amount, method of sharing the expense, expected timetable and the person authorised to coordinate access with the installation team. Attach, or clearly identify, the quotation version used for the vote.
Set limits for unforeseen work. Moving the panel, new visible drilling, exposed cables, alteration of the exterior door or a cost above the approved cap should not be decided on a landing during installation. Depending on the extent and condominium rules, these changes may require manager validation or a further resolution.
If the system includes video, an app or codes, record its purpose, who administers users, who receives initial credentials and how access is removed when a tenant, concierge or manager changes. Avoid circulating one shared password through informal messages. Give the manager the final diagram, manuals, warranties, equipment references and service contact.
The entrance work must also preserve circulation. Where walls are protected, work takes place on a landing or cables cross stairs temporarily, apply the same care used for a shared building staircase intervention, particularly where children, people with reduced mobility or frequent deliveries use the building.

Replacing a device inside an entrance hall has a different scope from altering a façade, opening a recess, changing the external door or fitting a new panel in a protected setting. Condominium approval does not replace a planning check that may be required, nor does it settle restrictions applying to buildings with heritage value or special local rules.
Lisbon City Council states in its building-work documentation that, where works affect common parts such as a façade, balcony or roof, condominium authorisation minutes must be submitted. Consult its page on building works and prior communication before ordering an external alteration or assuming that the work is wholly internal.
Photograph the location, measure the recess and agree the finish in advance. In Lisbon buildings, the panel may be integrated into stonework, tiles, metalwork or timber. An incompatible panel leads to improvised cuts, poorly finished joints or exposed cables. Where the external solution changes, request a drawing or reference image, finish material and a clear method for sealing cable penetrations.
Agree the date, working hours, sequence and site contact in writing. Before any component is disconnected, the team should confirm that the door works, locate the power supply and provide a temporary access arrangement that neither restricts normal exit nor leaves the building open for hours.
If scaffolding, hoarding, material storage, a skip or another street-side facility is needed, do not treat logistics as a contractor’s minor detail. Lisbon has a specific process for public-space occupation connected with works, including some works exempt from prior planning control. Read the municipal conditions for public-space occupation for works exempt from prior control before blocking a pavement, parking bay or emergency access.
On the final day, do not accept a demonstration at the entrance alone. Check calls to every accessible flat, sound quality, video where fitted, door release, panel lighting and behaviour after power is disconnected and restored. Make a short snagging list with a responsible party and completion date.
Request programming information in controlled form, without leaving service codes exposed in common areas. Confirm that the manager has a service contact, equipment references and details of components that can be replaced without renewing the entire system. If there is an app, establish who owns the administrator account and how control transfers when the manager changes.
Use the visit to inspect the strike, spring, closers, hinges and door alignment. A new intercom will not correct a slamming door, misaligned lock or entrance that does not latch. If the work starts to require successive changes beyond the approved proposal, stop, compare the revised scope and use our guide to changes during a Lisbon renovation before authorising added cost.
Key takeaways
If replacing the intercom also involves work to the entrance, shared walls or technical installations, ask Obra Lisboa for a quotation with a clear technical scope, planned reinstatement and a defined work sequence.
